Bush to Call for Change in Mideast

SHARM EL SHEIKH, Egypt -- President Bush will cap his Middle East trip with a call for the region to accept more political, social and economic change in the coming decades. Those changes include creation of an independent and prosperous Palestinian state.

His speech appears to mark the latest and broadest articulation of Mr. Bush's "freedom agenda" for the Middle East. Once focused on democratic reforms for the region, it's gradually expanded to include more emphasis on social justice and economic rights.

Mr. Bush's emphasis on the long run could prompt further speculation that he's losing hope in his plan ...
